Council and Commission statements on Criminal intimidation against investigative journalists in the EU: the attempted attack on Sigfrido Ranucci are added in the afternoon, after the debate on the Commission’s 2026 work programme. As a consequence, the sitting is extended to 23:00.
Wednesday
Council and Commission statements on The need for a united support to Ukraine and for a just and durable peace concluded on Ukraine’s terms, with Europeans and without surrendering to Vladimir Putin’s conditions ahead of the foreseen Budapest summit is added as a third point in the afternoon, after the Presentation of the Court of Auditors’ annual report 2024. As a consequence, the sitting is extended to 23:00.
Thursday
Two objections pursuant to Rule 114(3) on Specifying a methodology for assessing greenhouse gas emissions savings from low-carbon fuels are added to the voting session.
Requests by several committees to start negotiations with Council and Commission
Several committees have decided to enter into interinstitutional negotiations, pursuant to Rule 72(1) of the Rules of procedure, on the basis of the following reports:
Committee on Legal Affairs: Certain corporate sustainability reporting and due diligence requirements 2025/0045(COD)); Rapporteur: Warborn Jörgen (EPP)
Committees on International Trade and Industry, Research and Energy: Phasing out Russian natural gas imports, improving monitoring of potential energy dependencies 2025/0180(COD)); Rapporteurs: Niinistö Ville (Greens/EFA) and Vaidere Inese (EPP)
Under Rule 72(2), Members or political group(s) reaching at least the medium threshold may request in writing by Tuesday 21 October at 24:00 that the decision to enter into negotiations be put to the vote.
If no request for a vote in Parliament on this decision is made within the aforementioned deadline, the committees may start the negotiations.
